CITY COUNCIL MEMBER KEN TALMAGE (2006-2012): Settlements to Farrell (2008) & Miller (2010)

ABSTRACT: Current City Council Member Ken Talmage was sworn in as Council Member in December 2006 and elected in April 2008; his term expires in April 2012. Between December 2006 and 2010, Council Member Ken Talmage was part of the City Council which approved settlements to Executive Assistant Sandy Farrell and Human Resources Manager Jane Miller. The settlement to Sandy Farrell was related to “claims of being forced from employment” and the settlement to Jane Miller was $600,000 for claims of Sex-Based Discrimination in Employment, Age-Based Discrimination in Employment, Sexual Harassment in Employment, Failure to Take All Reasonable Steps to Prevent Sexual Harassment from Occurring, Failure to Take All Reasonable Steps to Prevent Discrimination and Harassment Based on Age from Occurring and Retaliation in Violation of Law. We know that Guillen was a liar. It is with no doubt that he continued to lie to the City Council as to what was going on at City Hall with regard to employees under his management.

The Council most likely heard quite a different story from him as to those employees as they discussed such matters in closed sessions. Many close to those employees knew what the truth was (that the employees were forced from their jobs) but Guillen was covering up a lot of managerial abuse.

Guillen and Sue McCloud were the ones who said all these employees left with a golden handshake, which was not the truth. All the employees had to go through an attorney to get what they deserved out of the city.

We had to put up with Guillen for so longer because Sue McCloud wanted him around to do her bidding for her. And Paula Hazdovac and Karen Sharp were her co-conspirators.

I think the city's million dollars personnel scandal occured because city council men and women could not or would not empathize with Jane Miller and the other city employee victims. We would not be having this discussion if Ken Talmage's daughter or Jason Burnett's wife had been Jane Miller.
