CITY COUNCIL: Single-Use Plastic Carryout Bags Draft Ordinance, Initial Study, Negative Declaration & Notice of Intent to Adopt a Negative Declaration

ABSTRACT:  Documents related to the City Council’s 5 June 2012 unanimous decision to approve an Ordinance amending the Carmel Municipal Code to ban the distribution of single-use plastic bags from retail establishments within the City of Carmel-by-the-Sea are embedded, including Single-Use Plastic Carryout Bags Draft Ordinance, Initial Study, Negative Declaration & Notice of Intent to Adopt a Negative Declaration

Ironically, the City of Carmel does not have to do an EIR to ban plastic bags because the city is so small its contribution is deemed not environmentally significant. So, this is pure politically correct posturing by the city council. On the other hand, if the city council had real environmental concerns then the council would have added a charge for paper bags and not exempted restaurants, nonprofits and so-called hardship cases.
