Apparently, the Water Authority has between now and the week of September 17th to direct attorney Russell M. McGlothlin of Brownstein Hyatt Farber Schreck to prepare a written proposal for public participation by the Water Authority and submit it to CPUC by October 1. So time is of the essence; act now or not at all.
