ABSTRACT: Regarding the City’s and National Parking and Valet’s Management of the Ocean Avenue Pilot Paid Parking and Ambassador Program, at the City Council’s meeting on May 7, 2013, the Agenda Item “Authorize the City Administrator to execute an agreement with Walker Parking Consultants to update the 2000 Walker study” appeared on the Consent Calendar, which typically concern “routine financial and administrative actions.” Similarly, at the City Council’s meeting on Monday, November 3, 2014, the Agenda Item “Consideration of a Resolution Authorizing the City Administrator to extend the Lease Rental Agreement with National Parking and Valet for the Management of the Tour Bus Zone and Ocean Ave Pilot Program, and Execute the Agreement with National Parking and Valet for the Pilot Parking Ambassador Program” also appeared on the Consent Calendar. To wit, there were no Public Hearing Agenda Items on paid parking pertaining to Walker Parking Consultants in 2013 and 2014.

Parking management is one of the City's 2013/14 key initiatives. The Walker Study was completed in 2013; Council held a public workshop on November 4, 2013. Council directed staff to develop a parking management plan at its December 3rd Council meeting, and directed staff to implement a parking pilot program at its May 6, 2014 council meeting.
