Conclusion/Recommendation PTA suggests that the Commission incorporate language in the decision explicitly recognizing that the approval of the GWR project in Phase 2 of this proceeding does not necessarily imply approval of the associated “small desalination project” and that if Cal-Am incurs expenses in preparation to build a desalination project that is determined by the PUC to be unnecessary, those expenses may be excluded from the rate base.
