City Council GRANTS 7th & 8th HISTORIC APPEALS at 12 September 2006 Meeting

Between 2 May 2006 and 12 September 2006, the City Council of Carmel-by-the-Sea has granted 8 appeals, of a total of 8 historic appeals to the City Council, overturning decisions of the Historic Resources Board and thereby removing these properties from the City’s Inventory of Historic Resources.

#1. Resource Name: E. P. Young Spec. House
C. Consideration of an appeal of the Historic Resources Board’s decision to deny a request to remove a property located on the west side of Carmelo, between Eleventh and Twelfth Avenues from the city’s Inventory of Historic Resources. The appellant and property owner is David Hall.

The building is located on the southeast corner of Seventh Avenue and Dolores Street. The property owner is the Pacific Grove Land Company. The appellant and project designer is John Mandurrago.

What is the point of even having an Historic Resources Board - the members of which have been appointed by the City Council because they are supporters (financial and otherwise) of councimembers - if the Council is going to routinely overrule the boards decisions? Is this really just a way on the part of the council to try to get around the requirements of the Coastal Plan for Carmel by the Sea in the hope that the Coastal Commission won't notice and take action?

Disturbing. Obviously, the HRB denied 8 of these appeals. And even when the staff recommended denial of an appeal (3x), the City Council voted to grant the appeals. Not only that, the City Council is 8 of 8. They seem to see all properties brought before them as ahistoric. The message: just pay your $260 appeal fee, and you get a "get your house off the Historic Inventory Pass."

Advisory bodies are supposed to contribute an important role in city government. The Commission and Board members, unlike City Council members, have the expertise and time to comprehensively and contextually address an item under their purview. Therefore, their decisions should be respected unless there are gross errors in judgements or conflicts of interest, etc. This City Council does not do that, they individually and collectively do not respect the decisions of the city's advisory bodies.

But, more important than that, advisory bodies are the "canary in the coal mine," if you will, in that they are a barometer of whether the city is supportive of public participation in civic affairs. How can Carmelites be eager to participate more fully in the city when Carmelites see members resigning, commissions being liquidated and decisions of advisory bodies, like the HRB, being flagrantly disregarded? Not the best of times in Carmel-by-the-Sea.
