City Expenditures: COMMUNITY PLANNING/BUILDING DIRECTOR POSITION

ABSTRACT: City expenditures associated with RECRUITMENT SERVICES FOR COMMUNITY PLANNING/BUILDING DIRECTOR POSITION are presented. BACKGROUND, including selected excerpts from the City Council Agenda Item Summary, and COMMENT, including a link to the Carmel-by-the-Sea Community Planning and Building Director Brochure, are presented. The “new” Community Planning and Building Director was expected to “join the City of Carmel-by-the-Sea in February/March 2008 or sooner.” As of July 2008, the City has yet to hire a Community Planning and Building Director.

RECRUITMENT SERVICES FOR COMMUNITY PLANNING/BUILDING DIRECTOR POSITION: In March 2008, the City paid RALPH ANDERSEN & ASSOCIATES $14,500.00 for the RECRUITMENT SERVICES FOR COMM PLNG/BLDG DIRECTOR POSITION and $245.00 to JOBS AVAILABLE INC. for ADVERTISEMENT FOR COMMUNITY PLANNING & BLDG DIRECTOR POSITION in November 2007, according to a review of the City’s Check Registers.

VII. CONSENT CALENDAR

G. Consideration of a Resolution authorizing the City Administrator to execute a contract with Ralph Andersen and Associates for the recruitment of a Community Planning and Building Director in an amount not-to-exceed $20,500.

Council Member ROSE moved approval of the Consent Calendar with the exception of the October 8th minutes and Consent Item C., seconded by Council Member HAZDOVAC and carried by unanimously.

Selected excerpts from City Council Agenda Item Summary, prepared by Human Resources Manager Jane Miller, as follows:

Council authorized the position of Community Planning and Building Director with the adoption of the 2007/08 triennial budget. Staff is recommending an executive search firm to assist in filling the position. In the past, staff has been very satisfied with the professional services provided by Heather Renschler, President/CEO of Ralph Andersen and Associates.

The firm (Ralph Andersen and Associates) has provided a quote of $16,500 for professional services for plus expenses not to exceed $4,000. This quote is based upon a “task sharing approach” whereby City staff will share the tasks associated with the recruitment project.

Note: Tasks to be performed by the City exclusive include Selection and Negotiation; Position Analysis, Advertising Campaign, Candidate Identification, Resume Review and Screening, Preliminary Interviews, Detailed Reference Checks, Recruitment Report and Follow-Up Correspondence performed by the Consultant.

COMMENT:
The Carmel-by-the-Sea Community Planning and Building Director Brochure states, as follows: “Ideally, the new Community Planning and Building Director will join the City of Carmel-by-the- Sea in February/March 2008 or sooner.” As of July 2008, the City has yet to hire a Community Planning and Building Director.

By all accounts Carmel does not pay salaries comparable to other cities with the exception of its City Administrator, who makes considerably more than any other city administrator in the area even though he has less responsibility or independence and is noted for his inability to do a decent job. The result of these low salaries must either be that no one with the requisite skills applies for jobs in Carmel or the city settles for people, who don't have the skills to be hired for similar jobs in other cities. Even so, Carmel has lost some of its best people to other jurisdictions that do pay adequate salaries.

Oh where or where is the community planning & building director? Four years and counting and still no director. Maybe the city should promote Sean Conroy and forget about the headhunter. Would Sean take the job?
