ABSTRACT: Information on Grants is presented; Status of Grant-Funded Projects, namely Projects in progress, including Sunset Center Landscaping, Phase II, Sunset Center Landscaping, Phase I, Fourth Avenue Riparian Habitat and Pathway, Forest Hill Park Improvements, Community Events Supplemental Support and Mission Trail Nature Preserve Footbridge, and Proposals Submitted and Proposals in progress; Revised Grant total for FY 2007/08; and Grant Writing Services to Jan Roehl for FY 2007/08. A majority of the Grants can be characterized as having Project Periods over multiple years and City matches ranging between $0.00 to $415,000.00.

Projects in progress
• Sunset Center Landscaping, Phase II
Description and Status:
1. Landscaping at San Carlos Avenue entrance – completed.
2. Landscaping, new patio on Carpenter Hall Terrace – completed.
3. Landscaping and stairway repair on Hamilton Brown Terrace – request for change in scope to add stairway repair is in progress.

Project Period: July 2003 to June 2011

• Sunset Center Landscaping, Phase I
Description and Status: Planting of large trees and other landscaping – In process of re-opening projects to spend remaining funds on trees and landscaping around the Hamilton Brown Terrace.

Project Period: July 2001 to June 2009

• Fourth Avenue Riparian Habitat and Pathway
Description and Status: Phase I (tree removal) completed. On May 1, 2007, the city council reviewed this project and voted unanimously to complete the project as originally designed. Final design plans and drawings in preparation for going out for construction bids are in progress.

Updates on Capital Projects/Outlays (as of February 2008):
4th Avenue Riparian Habitat Project
The landscape architect is working on construction drawings. Plans will be reviewed by the City’s Community Planning & Building Department and the appropriate Commissions.

At the City Council Meeting on February 5, 2008, the City Council approved a “Resolution awarding a professional services contract to prepare construction documents for the Fourth Avenue Riparian Habitat Restoration project to Scott Hall, Landscape Architect, for the amount of $36,330."

• Forest Hill Park Improvements
Description and Status: New park benches, picnic tables, BBQ grills, ADA accessible drinking fountain. Completed.

Project Period: Nov. 2006 to Sept. 2009

• Community Events Supplemental Support
Description and Status: To support community events such as the 4th of July Celebration, Great Sandcastle Contest, City’s Birthday Party and Parade, and Holiday Tree Lighting. Approved January 2008, in the amount of $5,000.

• Mission Trail Nature Preserve Footbridge
Description and Status: Installation of new footbridge at Mission Trail Nature Preserve. Design and construction to begin Spring 2008.

City match: $ 5,000

Mission Trails Pedestrian Footbridge Grant Project
At the January 8, 2008 City Council Meeting, Council accepted the $10,000 grant that was awarded by the Monterey Peninsula Regional Park District. At the same Council meeting, Council also approved FY 2007-08 mid-year budget adjustments which included $5,000 City matching funds for this project to cover environmental review and permit fees. This project is scheduled for the spring of 2008.

Proposals Submitted
• Assistance to Firefighters Grants
Description and Status: To purchase backup diesel generator for the fire station with at least 20Kw power. Application under review.

• Monterey County Integrated Records System
Description and Status: Grant was submitted by Carmel Police Department on behalf of 15 county law enforcement agencies, to obtain and implement an Integrated Records System. Application under review.

Proposals in progress
• San Antonio Avenue Pathway
Description and Status:
Two alternatives have been developed:
1. New pathway on the west side, from Second Avenue to Ocean Avenue.
2. New pathway on east side from Second to Fourth Avenues, on west side from Fourth to Ocean.

Funding Sources and Budget Amounts:
Coastal Conservancy is interested in funding construction after the design is complete

Eight years for the Fourth Avenue Riparian Habitat and Pathway project. Unbelievable. This project should have been funded and completed years ago, closer to the time the eucalyptus trees were removed. At every turn, the city has balked at the terms of this grant, only now to finally get on board. In my opinion, the city is lucky to get the grant at all. Let's go and finish the project at long last.

Mayor Sue McCloud is fond of saying grants will fund projects. But the reality is the city does not have a record of being awarded much grant money. Her comments about the Forest Theater renovation being eligible for grants without giving details about what grants is telling. There is too much make believe from Sue McCloud and Carmelites who indulge her make believe, contrary to the facts and reality.
