Carmel Chapter of the American Red Cross’s appeal of the Planning Commission’s decision to City Council:
On Tuesday, July 1, 2008, the City Council heard the Carmel Chapter of the American Red Cross’s appeal of the Planning Commission’s decision to deny a Design Study application for the installation of vinyl windows in the Carmel Chapter of the American Red Cross building at the S.E. Corner of 8th Av. and Dolores St.

Position of Planning Staff: Deny the appeal and uphold the Planning Commission’s decision. Important Considerations: Residential Design Guideline 9.11 states the following regarding window materials: “Materials other than authentic, unclad wood are appropriate only when it can be demonstrated that the proposed material is more appropriate to the architecture.” The Guidelines also encourage the use of natural materials

Position of Planning Commission: Vinyl windows would be “inappropriate for the architectural style of the building” and inconsistent with the Design Guidelines.

Position of Carmel Chapter of the American Red Cross as articulated by Sharon J. Crino, Executive Director: Installation of vinyl dual pane energy efficient windows with cross bars to replace existing single pane aluminum windows due to energy efficiency and aesthetic concerns. Vinyl windows selected due to the cost constraints; that is, the “astronomical” cost of wood windows. Request for vinyl windows not precedent setting because there are three inns and four to five residences with vinyl windows in Carmel-by-the-Sea.

Position of Public Speakers: Michael LePage, Barbara Livingston and Monte Miller all spoke in support of the Staff’s recommendation and the Planning Commission’s decision to deny the installation of vinyl windows based on the City’s Design Guidelines. Peggy Maus, Chairman of the Carmel Area Chapter, American Red Cross, spoke of their responsibility for the security of confidential information.

City Council: After deliberation and City Council Member Gerard Rose's Motion to grant the appeal, seconded by City Council Member Paula Hazdovac, City Council Members voted 3-2, with HAZDOVAC & ROSE dissenting, to deny the appeal and uphold the Planning Commission’s decision to deny the installation of vinyl windows in the Red Cross building. Note: In voting “NO,” both City Council Members Ken Talmage and Karen Sharp stated that they would assist the Red Cross raise the money for the right windows for the Red Cross building.

NOTES:
To the assertion that Normandy Inn has vinyl windows, Senior Planner Sean Conroy stated that the vinyl windows were not granted through the City’s approval process. Moreover, to his knowledge, the Planning Commission has not granted approvals of any vinyl windows and the Design Review Board only once or twice.

To the concern that the Red Cross building at the S.E. Corner of 8th Av. and Dolores St. is a highly visible corner, Mayor Sue McCloud stated that the Red Cross could “park the Bloodmobile there every day and no on will see the windows.”

No matter how laudable the mission of the Red Cross, the task of the council here is to weigh the merits of the Red Cross appeal and apply the code. To vote no and then volunteer to sponsor a capital campaign for the "right windows," no matter how laudable is not what the council should be engaged in. Vote to grant the appeal and let the Red Cross put in vinyl windows or vote to deny the appeal. The council should not be in the business of telling the Red Cross they have to raise money for the "right windows."
