§ 110. Flag Day

(a) Designation.— June 14 is Flag Day.

(b) Proclamation.— The President is requested to issue each year a proclamation—
(1) calling on United States Government officials to display the flag of the United States on all Government buildings on Flag Day; and
(2) urging the people of the United States to observe Flag Day as the anniversary of the adoption on June 14, 1777, by the Continental Congress of the Stars and Stripes as the official flag of the United States.

§174. Time and occasions for display

(a) Display on buildings and stationary flagstaffs in open; night display
It is the universal custom to display the flag only from sunrise to sunset on buildings and on stationary flagstaffs in the open. However, when a patriotic effect is desired, the flag may be displayed twenty-four hours a day if properly illuminated during the hours of darkness.

COMMENT:
Respect for the Flag of the United States of America means, in part, properly displaying our flag. Needless to say, at a minimum, Americans expect their elected representatives to comply with proper protocol. Unfortunately, Mayor Sue McCloud displays her Flag of the United States of America at her residence 24/7 without proper illumination between sunset and sunrise as prescribed by the U.S. Code. Her demonstrated lack of respect for our flag is merely one aspect of a disturbing pattern of governance behavior; and that is, she acts as if proper protocol and the laws do not apply to her. Moreover, she “governs” not with a vision for the collective, long-term interests of Carmel-by-the-Sea and Carmelites, rather she “governs” to impose her personal will and agenda on Carmel-by-the-Sea and Carmelites. And in so doing, she has corrupted our city administration, particularly the City Administrator, the Police Chief/Public Safety Director and the Acting City Forester, by using them to aid and abet her in her flagrant violations of the Municipal Code, Local Coastal Program and State laws.

Whether a narcissistic personality style or a narcissistic personality disorder, the signs and symptoms here of “the rules don’t apply to me” are very troublesome.

Other signs/symptoms along the continuum are expectations of special treatment to which the person feels entitles, becoming impatient or angry if the person does not receive special treatment, monopolizes conversations, belittles people, arrogant, conceited, etc.

This personality type and/or disorder wreaks havoc on everyone around that person and everything that person does. Here, for example, the mayor clearly feels the rules don’t apply to her. As a small town mayor, her “rules don’t apply to me” mentality has limitations on the amount and kind of damage she can wreak, but for the inhabitants or individuals dependent on the mayor’s favor, it is sheer calamity.
