With all these appeals granted at the HRB level, not counting the city council's removals from the Inventory, this Carmelite wonders how many other resources on the Inventory owned by property owners who did not appeal their historic determinations should not be on the Inventory at all due to inaccuracies, etc. Obviously, the Inventory was not what it should have been when the council voted to forward it to the coastal commission for certification in 2004.
