De rigueur, but conspicuously absent from this revised policy and policies, is the provision for when the City Administrator is accused of sexual harassment he/she is immediately put on paid administrative leave pending the outcome of an impartial, fair and complete investigation. Part of taking allegations of sexual harassment seriously is putting the person accused on administrative leave prior to the start of an investigation. Otherwise, city employees interviewed by an investigator are subject to an environment of coercion and are less likely to be truthful knowing they may put their jobs in jeopardy if they are fully truthful about all that they know.
