City Administrator Rich Guillen announced this item continued to the February City Council meeting due to “discrepancies between staff and audit numbers.”

X. Resolutions
A. Consideration of a Resolution entering into a five-year Joint Strategic Plan with the Harrison Memorial Library Board of Trustees and the Carmel Public Library Foundation whereby the Carmel Public Library Foundation will incrementally assume City costs up to $100,000 for part-time library staffing.


Peter Mollman, President, ">Carmel Public Library Foundation Board of Directors, representing the Carmel Public Library Foundation (CPLF) and the Harrison Memorial Library Board of Trustees, presented the five-year Joint Strategic Plan for funding and operation of the Harrison Memorial Library. Mollman reviewed the the City's 10% cuts in departments a couple of years ago, including the library. The Joint Strategic Plan’s goal is to maintain steady City expenditure for library over five year period. The Plan represents a partnership between the City, the Board of Trustees and CPLF. “High points” include the Foundation will provide the funds to defray the costs for library staffing. The City would fund eight core staff positions. The Foundation will increase funding to $100,000 by FY 2014/2015 with the goal of maintaining the library’s quality and level of service. Maintain $280,000 Trustee funding and increase funds to the City from $30,000 (FY 20010/11) to $60,000 (FY 2011/12) to $90,000 (FY 2012/13) to $100,000 (FY 2013/14 and FY 2014/15).

Mayor McCloud opened the meeting to public comment.

James Emery, CPLF Board of Directors Member, gave credit to President Peter Mollman and Board Members and staff.

Carolyn Hardy, CPLF Past President and donor, stated that the Plan allows the City to “abrogate” its responsibility of providing employees for the library and takes away the library’s ability to raise money for books, programs and materials.

City Administrator Rich Guillen addressed the prior 10% reduction in departments and the idea of 1/3 CPLF: 1/3 Board: 1/3 City contributions and emphasized the funding of programs, but admitted staff supports programs.

Martha Mosher, President, Harrison Memorial Library Board of Trustees, expressed concern about past 10% reduction by City which means less staffing, less hours, et cetera.

Mayor McCloud closed the meeting to public comment.

Mayor McCloud reviewed the agenda item, namely, Consideration of a Resolution entering into a five-year Joint Strategic Plan with the Harrison Memorial Library Board of Trustees and the Carmel Public Library Foundation whereby the Carmel Public Library Foundation will incrementally assume City costs up to $100,000 for part-time library staffing.

Amy Donohue, Executive Director, CPLF, emphasized the City maintaining the original library structure from past Memos of Understanding to hold steady the amount of funding.

Council Member Ken Talmage expressed the fact that the CPLF funding of $280,000/year, or $1.4 million and add $400,000 over five years or a total of $1.8 million, with the City maintaining current level of funding over five years.

Council Member Jason Burnett emphasized the partnership between the Foundation and the City, namely the City be committed to the funding levels. Burnett noted this public/private partnership should be a model for Sunset Center.

Council Member TALMAGE moved to enter into a five-year Joint Strategic Plan with the Harrison Memorial Library Board of Trustees and the Carmel Public Library Foundation whereby the Carmel Public Library Foundation will incrementally assume City costs up to $100,000 for part-time library staffing, seconded by Council Member BURNETT, and carried by the following roll call vote:

Are our council, city administrator and city attorney auditioning for the 21st century edition of Laugh In? The council is flummoxed by the Brown Act, members are surprised by the firefighters contract extension, they cannot can an incompetent city administrator and so on and so on. Are they keeping Rich Guillen as a foil to cover up their own incompetence?

Maybe there should be a new category on future Carmel city council meeting agendas along the lines of: "Receive report from City Attorney on Brown Act violations from past meeting and tip toe around same, in hopes that no one notices."
