ABSTRACT: Four Noteworthy 12 June 2012 Special City Council Meeting Agenda Items, namely a Resolution declaring the City’s intent to establish the Lodging Hospitality Improvement District, Consideration of approving the Sales Tax Referendum, a Resolution adopting the Fiscal Year 2012-2013 Budget and a Resolution approving the Memorandum of Understanding regarding the Maintenance of Effort requirements related to Proposition 172 funding, are presented.  The SPECIAL CITY COUNCIL MEETING PACKET is embedded.

The HID or hospitality improvement district is proposed to have hotels charge customers $1/room night and this money would pay for a Carmel Chamber of Commerce employee who would report to a steering committee of innkeepers, chamber members and Sunset Center representatives, with the goal of promoting heads on beds, in particular boutique conferences and the rest of the money would be left up to those in the hospitality industry, according to the mayor. First, this is similar to the failed business improvement district of years ago. Secondly, this is a hidden TOT increase because the council does not have the gumption to propose a TOT increase. Thirdly, it is not a good enough idea if the mayor and city cannot tell Carmelites what the HID monies will be used for explicitly. Fourthly, the steering committee and Chamber is too bureaucratic. The Carmel Chamber of Commerce does not represent all innkeepers and money going for the salary of a chamber employee is dubious.
