“Committee members also told SPI's Gerry Filteau and Alex Wesner to consider everything from relative site costs and challenges, use of existing versus new infrastructure, reliance on unproven technology, water rights, longÐrange replacement costs and more.”
“SPI's Filteau also recommended a sub-consultant to conduct a financial analysis of the proposals — Kris Helms of Helms Consulting, who worked on the city of Los Angeles' desal program. Filteau said that portion of the evaluation would take a few more weeks after completion of the cost comparison study.”
