Tucked into the argument for Measure D is the claim that the city is well managed. Oh really? Since when? If the city was well managed, then since 2003 the city would have used general fund revenues and reserve funds to pay off the CalPERS side fund debt by now. If the city was well managed more recently, then the mayor and city council would have called for a RFP process for the management of Sunset Center. They did not. If the city was well managed, then the city would budget annually for the maintenance, upkeep and management of all of the city's cultural assets, not just the Sunset Center. If the City was well managed, then the mayor and city council would have initiated an RFP process for a resident curatorship for Flanders Mansion. They have not. If the City was well managed, the mayor and city council would have had a public hearing on the renovation phasing plans of Forest Theater by Bill Camille by now. They have not. The hiring of a new city administrator does not automatically make the city well managed, especially with this mayor and vice mayor dictating the management of the city.
