ABSTRACT: On Wednesday, September 23, 2015, “Pope Francis will celebrate Mass in the afternoon on the east portico of the Basilica of the National Shrine of the Immaculate Conception and the University Mall at The Catholic University of America" from 4:15 P.M. to 5:30 P.M. "During Mass, Pope Francis will be canonizing Blessed Junipero Serra, a Spanish-born Franciscan Friar known for starting nine Spanish missions in California in the 1700s.” According to Catholic Online, “The Mass will be a ticketed affair, with an estimated twenty-five thousand individuals in seated attendance and will be said in Spanish. Tickets for the Mass will primarily go to the Hispanic Catholic community, being distributed through the parishes in the area, followed by Catholic charities, seminarians, and then local laity. D.C. Locals will be able to get tickets through their parishes.”
For Washington D.C. All Papal events, being overseen by the Archdiocese of Washington, DC, are ticketed events. Tickets for these events are distributed at the discretion of the Archdiocese of Washington, United States Conference of Catholic Bishops and the Catholic University of America.Locally, the Diocese of Monterey had “a total of 9 tickets set aside for the City of Carmel. Mayor Burnett has a VIP ticket and Mrs. Burnett and their son each have a ticket. I also have six other tickets for you," according to Susan A. Mayer, General Counsel, Diocese of Monterey. According to the City's response to a public records act request, City Council Members Steve Dallas and Victoria Beach expressed interest in obtaining tickets for the Junipero Serra Canonization Mass at Shrine of the Immaculate Conception on September 23, 2015. The City’s response document to a public records act request for “all public records related to Carmel city council members’ trip to Washington D.C. in response to an invitation to Pope Francis’ canonization of Fr. Junipero Serra at the Basilica of the National Shrine of the Immaculate Conception, Washington, D.C., on September 23, 2015” is embedded. And, as of September 9, 2015, according to City Administrator Doug Schmitz, “Mayor and two CC members indicate they would like to attend---Burnett, Beach, Dallas. All make own arrangements for travel and accommodations. No requests to use City credit card to book tickets or rooms; no advance dollars requested; no requests for reimbursement have been received.”
