Mozingo, City Attorney: “You did.”
Stemler: “And I don’t want to hurt anybody.”
Mozingo: “You did.”
Stemler: “And I am not going to litigate…I trusted you and all of a sudden it became this big thing. ..I told you there was no litigation, I told you I wanted to keep it quiet, so why did it become a big thing?”
Mozingo: “… you informed us as you recall at the beginning of the initial conversation that you and I had that you had just informed fifteen people…”
Stemler: “my board of directors because that’s my responsibility”
Mozingo: “…you informed us,,,that you had just informed fifteen people of your allegations, so needless to say we could not guarantee anonymity although we have not used your name as you recall throughout this investigation, that you had in fact gone public…”
Stemler: “I have a different recollection…So then someone leaked my identity to Caitlin of KSBW right before the (first) closed session...do you know who did that?... I imagine it’s someone in the city who knew about the closed session…”
Carrie Theis, Mayor Pro Tem: “I do not know the answer to that question.”
Jan Reimers, City Council Member: “May I suggest one of the fifteen individuals you spoke to.”
Stemler: “I seriously doubt it because they would not have known about the closed session…”

The City of
Carmel-by-the-Sea has received your request for documents and records pursuant
to the California Public Records Act, sent via email on December 22, 2017.
Formal complaint(s) of sexual harassment filed with Carmel city officials
in 2017.
Any correspondence related to sexual harassment investigations and/or
complaints, including emails to staff advising them of an ongoing inquiry
and/or scheduling interviews in the course of an inquiry.
The City has no
responsive records pursuant to this request.
Every effort has
been made to thoroughly search for all of the records which might fall within
the scope for your records request. However, in the event that you have
knowledge of a specific document which has not been produced in response to
your request, please notify us and we will search for that particular item.
Provided that the item you are seeking is not exempt from disclosure, pursuant
to Government Code 6254, that document will be provided in a timely manner.
Per our
telephone conversation this morning the City requests clarification and
specificity on the complaint files that you are requesting to inspect.
